After Betsy from Tennessee showed me what she was able to do with my photo
I decided to remove it from the frame. I scanned it again making as many adjustments with the scanner as I could. Then I edited with Microsoft Office Picture and you can see above how much better the picture looks.

Thanks Lindalee and Betsy. I have to admit I was afraid to take the picture out of the frame but I'm so happy that I did. I'm well pleased with the new scan.
